It’s time Alton adopted anti-tether laws

The article about the pit bull attacking a nine year old boy in the May 13 issue of The Telegraph underscores the fact that it is high time for Alton to adopt anti-chaining ordinances.
In case you missed it, the boy was playing in his own front yard when the dog broke loose from a neighbor’s back porch where it had been chained and started biting him. He suffered 20 puncture wounds on his feet and right leg. To compound the injuries, the boy suffers from sickle-cell anemia.
And let’s not forget Lazarus, the black Lab. Lazarus was tied to a tree with a thick, heavy chain and no collar. Over time, part of the chain slowly became embedded deeply in the back of Lazarus’ neck and his skin grew over the metal. By the time he was rescued by 5As Humane Society, he needed months of surgery.
Dogs are pack animals. It is abuse to chain a dog out 24/7. Alton needs to realize this, come into the 21st century, and join other communities that have adopted anti-tether laws.

Agreed. There is a reason — many reasons — why state and local governments are finally passing anti-chaining laws left and right across the U.S. It is high time our “modern” society end the antiquated, barbaric practice of chaining a dog for its life. The practice is terribly inhumane and the byproduct is often a neurotic, aggressive animal.
Breeders and hunters are normally the groups opposed to anti-chaining laws. This isn’t the place to debate the value of breeding to our society or to get into it over hunting, but reasonable laws nationwide have found ways to exempt these groups so that they can continue chaining dogs.
